Terminal server windows cannot access the specified

I had the same type of problem. I made a virtual test domain with hyper-v. I made a user and placed it in the Enterprise Admins group, logged into the app server and got the same experience of restricted access. The Domain Admins group, Enterprise Admins group and the administrator account were all in the DC's admins group - all very standard stuff yet my account didn't have admin access.

So I added the new account to the DC's administrator's group and now the account has admin access on the app server.
